BRIN's Position in Indonesian Research and Innovation Discourse: A Semantic Network Analysis of News Media Coverage 2022-2024

Abstract

As a newly established organization, BRIN needs to build institutional legitimacy in research and innovation performance, one of which is pursued through media coverage. However, this legitimacy can be distorted by media logic that prioritizes sensationalism and the dramatization of issues. BRIN's position within the discourse on research and innovation needs to be analyzed to understand the extent to which media coverage contributes to constructing its institutional legitimacy. This study aims to examine and test the semantic-structural similarity between the discourse on BRIN and that on research and innovation. The data were drawn from 5,716 articles published in Indonesia's top five news media outlets between 2022 and 2024. Semantic network analysis was employed to assess centrality and semantic similarity. The findings reveal significant fluctuations in the relationship between BRIN discourse and research and innovation discourse, illustrating the negotiation of institutional legitimacy through media representation. The weakening correlation observed in 2023 indicates the dominance of media logic, which prioritizes sensational and controversial aspects, generating representations that do not always align with BRIN's core institutional mission and suggesting a partial alignment between the discourse on BRIN and that on research and innovation.

Shiddiq Sugiono is a scientific data analyst at the Directorate of Measurement and Indicators for Research, Technology, and Innovation at the National Research and Innovation Agency (BRIN), Indonesia. In his professional career, he has worked extensively in data governance and analytics to support evidence-based policy recommendations, particularly in the public sector. His academic background in Statistics and Communication Studies shapes his intense focus on social data analysis, allowing him to integrate quantitative methodology with an understanding of social contexts. His research interests encompass digital society, digital communication, and data mining for social data analysis, with a particular emphasis on the application of Natural Language Processing (NLP) to large-scale textual data for policy and innovation studies. Perdhani Yunia Putri , Pusat Riset Masyarakat dan Budaya, Badan Riset dan Inovasi Nasional (BRIN)

Perdhani Yunia Putri is a researcher at the Research Center for Society and Culture, National Research and Innovation Agency (BRIN), Indonesia. She holds a bachelor’s degree in Political Science from Universitas Nasional. Her research focuses on communication and media studies as well as digital society and culture, with particular attention to digital inclusion, social media, and disability studies. Prior to joining BRIN, she worked as a researcher at the National Archives of the Republic of Indonesia, where she developed an interest in knowledge preservation and socio-cultural documentation. Purwadi Purwadi, Pusat Riset Masyarakat dan Budaya, Badan Riset dan Inovasi Nasional (BRIN)

Purwadi is a researcher and communication practitioner with over a decade of experience. He holds a bachelor’s degree in Mass Communication from Universitas Sebelas Maret and a master’s degree in Communication from Universitas Indonesia. He currently works as a researcher at the Research Center for Society and Culture, National Research and Innovation Agency (BRIN), where his research focuses on communication and media, policy and communication, digital society, and cultural studies. Before this role, Purwadi worked as a public relations practitioner at the Bureau for Cooperation, Law, and Public Relations at the Indonesian Institute of Sciences (LIPI).
